I'd say start at 'Cowboys From Hell' then move forward from there to get the scope of their evolution. They released albums before 'Cowboys..', but they're from when they were still a corny hair metal band; they're decent albums but didn't have that Pantera sound yet.

On a side note, many metal elitists dismiss Pantera entirely for biting other thrash bands; I can understand what they mean but, regardless, Pantera did it better.
